![]() A abordagem de avaliação do SNI fornece uma estrutura para analisar tanto a extensão e as causas da corrupção num determinado país, como a eficácia das instituições relevantes para o sistema global de combate à corrupção. Estas instituições - ou "pilares" - incluem Parlamento, Governo, Tribunais, Administração Pública, Ministério Público e Organismos de Investigação Criminal, Comissão Nacional de Eleições, Provedor de Justiça, Tribunal de Contas, Organismos Especializados de Combate à Corrupção, Partidos Políticos, Comunicação Social, Sociedade Civil e Sector Privado. Os estudos realizados no âmbito desta investigação detalhada das instituições relevantes utiliza análise documental, entrevistas a actores privilegiados e validação de indicadores de desempenho. A informação colhida é usada para atribuir pontuações aos indicadores referentes ao SNI, fornecendo assim uma síntese quantitativa do desempenho de cada um dos pilares. Estes estudos serão realizados em 26 países europeus. Portugal faz parte deste projeto multinacional. O estudo está a ser desenvolvido por uma equipa de investigação coordenada por Luís de Sousa, investigador do Instituto de Ciências Sociais da Universidade de Lisboa (ICS-UL) e Presidente da Transparência e Integridade, Associação Cívica (TIAC), Ponto de Contato Nacional da TI. A gestão financeira do projeto é garantida pelo ICS-UL, enquanto as atividades de investigação, disseminação e advocacy serão da responsabilidade da TIAC. O OBEGEF está a colaborar neste estudo, através de Manuel Castelo Branco, investigador convidado encarregue de elaborar o relatório sobre o pilar "Sector Privado". ![]() The NIS assessment offers an evaluation of the extension and causes of corruption and the effectiveness of a country's institutions in preventing and fighting corruption. These institutions - or 'pillars' - comprise the executive, legislature, judiciary, the public sector, the main public watchdog institutions (e.g. supreme audit institution, law enforcement agencies), as well as political parties, the media, civil society and business as the primary social forces which are active in the governance arena. The studies undertaken within this in-depth investigation of the relevant institutions use key informant interviews and desk research as its primary data sources. The collected information is used to score the NIS indicators, providing a concise quantitative summary of the performance of each of the pillars. These studies will be made on 26 European countries. Portugal is part of this project. The study is being made by a research tem led Luís de Sousa, researcher at the Institute of Social Sciences, University of Lisbon (ICS-UL), and president of Transparência e Integridade, Associação Cívica (TIAC), national contact point of TI. ICS-UL is responsible for the project's financial management, and TIAC is responsible for the research, dissemination and advocacy activities. OBEGEF is involved in this project.
