Os paraísos fiscais, vulgo offshores, são estruturas muito relevantes no funcionamento do capitalismo nas últimas três décadas, caracterizado por um empolamento das operações financeiras e a sua desarticulação com a atividade produtiva. Mas eles também são instrumento de concorrência fiscal entre os países e de profunda distorção da justiça fiscal, são circuito opaco para o branqueamento de capitais e a criminalidade económica internacional, são origem de muitas fraudes económico-financeira e de corrupção em todo o mundo. O que acontece nos offshores não é visível, assim como o não são as operações económicas que os envolve. O que se consegue detetar é uma parte ínfima da realidade. Por isso, quem visa a perceção da fraude, quem pretende combater e prevenir a fraude, quem defende uma maior justiça fiscal nacional e internacional tem que proceder sistematicamente à compilação de informação diversificadas sobre os paraísos fiscais, preocupações maiores deste projeto.	The fiscal paradises, aka offshores, are structures very relevant to the functioning of capitalism in the last three decades, characterized by a blistering of the financial transactions and it’s disconnection with the productive activity. But they also are instrument of tax competition between countries and of deep distortion of tax justice, they are opaque circuit for money laundering and economic international crime, they are the source of many financial frauds and corruption throughout the world. What happens in the offshores is not visible, as well as the economic operations with them. What we can sense is a tiny part of reality. Therefore, who seeks the perception of fraud, who wants to detect and prevent the fraud, who advocates a greater national and international tax justice must proceed systematically to build diversified information about tax havens. These are the objectives of the project.
