De forma condizente, procura-se evidenciar a impositiva complexidade do problema mediante a investiga\u00e7\u00e3o a desenvolver e que articula uma componente te\u00f3rica com uma componente de pesquisa de natureza quantitativa. A corrup\u00e7\u00e3o configura-se como um fen\u00f4meno end\u00eamico de multiplica\u00e7\u00e3o r\u00e1pida e imprevis\u00edvel, caracter\u00edsticas que dificultam a compreens\u00e3o de suas causas e consequ\u00eancias. Tais caracter\u00edsticas constituem um obst\u00e1culo \u00e0 vis\u00e3o compreensiva do problema que urge abordar, na medida em que retira a dignidade dos cidad\u00e3os e p\u00f5e em risco o bem-estar social, a credibilidade, a confian\u00e7a e a seguran\u00e7a das inst\u00e2ncias de servi\u00e7o p\u00fablico (UNESCO, 2007). Uma tarefa inicial a realizar na investiga\u00e7\u00e3o visa identificar manifesta\u00e7\u00f5es do \u2018modus operandi\u2019 da corrup\u00e7\u00e3o instalada nas institui\u00e7\u00f5es referidas, seguindo-se o levantamento dos tipos e dos processos de concretiza\u00e7\u00e3o da corrup\u00e7\u00e3o. Importa ainda considerar como s\u00e3o afectados os diversos n\u00edveis da miss\u00e3o institucional \u2013 formativo e investigativo \u2013 e a gest\u00e3o administrativa e como tal se reflecte nas rela\u00e7\u00f5es acad\u00e9micas. Outra das tarefas consiste em interrogar as pr\u00f3prias institui\u00e7\u00f5es quer para compreender a consci\u00eancia que t\u00eam da exist\u00eancia interna do fen\u00f3meno, quer para averiguar a exist\u00eancia de propostas que sejam preventivas e combativas da corrup\u00e7\u00e3o. O suporte da investiga\u00e7\u00e3o tem enquadramento na filosofia da educa\u00e7\u00e3o e da justi\u00e7a, para p\u00f4r em quest\u00e3o o cumprimento da miss\u00e3o formativa das institui\u00e7\u00f5es de ensino superior e para p\u00f4r em quest\u00e3o a consolida\u00e7\u00e3o \u00e9tica das referidas institui\u00e7\u00f5es. Um dos aspectos que tipifica a corrup\u00e7\u00e3o \u00e9 o facto de ningu\u00e9m se assumir ostensivamente como corrupto e corruptor, e outro facto correlativo \u00e9 que a exist\u00eancia de corrup\u00e7\u00e3o, vis\u00edvel na pr\u00e1tica de comportamentos que minam a organiza\u00e7\u00e3o, a efic\u00e1cia e estabilidade dos v\u00e1rios setores de servi\u00e7os p\u00fablicos e empresas. H\u00e1 pois uma situa\u00e7\u00e3o paradoxal entre a nega\u00e7\u00e3o da pr\u00e1tica e a afirma\u00e7\u00e3o dos sintomas do problema. Outro aspecto \u00e9 a sua resist\u00eancia ao controlo, ao debate aberto, \u00e0 adop\u00e7\u00e3o de pautas deontol\u00f3gicas, n\u00e3o obstante a concord\u00e2ncia na condena\u00e7\u00e3o da corrup\u00e7\u00e3o tout court pelo integrity fighter (SOUSA, 2009:16). At\u00e9 que ponto a concord\u00e2ncia \u00e9 consistente com o modo de actua\u00e7\u00e3o das institui\u00e7\u00f5es? No geral, procuram defensivamente evitar que venham para o exterior as situa\u00e7\u00f5es evidentes de corrup\u00e7\u00e3o interna, pelo que ao estudo dessas situa\u00e7\u00f5es n\u00e3o h\u00e1 acesso f\u00e1cil. Uma das vias que se configura acess\u00edvel \u00e9 a combina\u00e7\u00e3o de entrevistas e question\u00e1rios aplicados, numa amostra representativa, a gestores, docentes e discentes de institui\u00e7\u00f5es de Ensino Superior, com vista a obter informa\u00e7\u00f5es configuradoras do problema: (1) a percep\u00e7\u00e3o que a academia tem sobre a corrup\u00e7\u00e3o; (2) a exist\u00eancia de comportamentos indicativos da corrup\u00e7\u00e3o; (3) a presen\u00e7a de medidas preventivas ao combate da corrup\u00e7\u00e3o; (4) as raz\u00f5es da vulnerabilidade das institui\u00e7\u00f5es de Ensino Superior; (5) os impactos produzidos pela corrup\u00e7\u00e3o. O projecto de investiga\u00e7\u00e3o estrutura-se em por tr\u00eas partes: a primeira, serve de suporte te\u00f3rico ao estudo da corrup\u00e7\u00e3o, recorrendo-se a estudos espec\u00edficos; a segunda, ocupa-se com a an\u00e1lise dos dados obtidos atrav\u00e9s dos question\u00e1rios; a terceira, dedica-se \u00e0 confronta\u00e7\u00e3o interpretativa da informa\u00e7\u00e3o obtida, tendo como refer\u00eancia estudos similares. Para dar viabilidade ao percurso do trabalho e consist\u00eancia te\u00f3rica, abre-se um conjunto de possibilidades de an\u00e1lise que s\u00e3o tomadas como ponto de partida e orienta\u00e7\u00e3o, precisamente abordando os seguintes pontos: (1) a corrup\u00e7\u00e3o nas institui\u00e7\u00f5es de Ensino Superior decorre de uma organiza\u00e7\u00e3o sem transpar\u00eancia processual nem responsabiliza\u00e7\u00e3o assumida; (2) a corrup\u00e7\u00e3o manifesta-se de formas diversas, umas vis\u00edveis e toleradas, e outras mais sutis e com maior intensidade nos efeitos, dependendo dos v\u00e1rios n\u00edveis de oportunidade proporcionadas pelos processos organizativos; (3) a corrup\u00e7\u00e3o ocorre por aus\u00eancia de pol\u00edticas educativas comprometidas com sentido \u00e9tico da forma\u00e7\u00e3o humana e com a constru\u00e7\u00e3o do saber; (4) a corrup\u00e7\u00e3o nas institui\u00e7\u00f5es de Ensino Superior resulta da permeabilidade que afeta os sistemas normativos de funcionamento jur\u00eddico, administrativo e pedag\u00f3gico.<\/p>\n<p><a href=\"http:\/\/obegef.pt\/wordpress\/wp-content\/uploads\/2009\/01\/en.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-11 alignleft\" alt=\"Texto em ingl\u00eas\" src=\"http:\/\/obegef.pt\/wordpress\/wp-content\/uploads\/2009\/01\/en.jpg\" width=\"25\" height=\"25\" \/><\/a>This study proposes to investigate the problem of corruption in the context of higher education institutions. In a consistent way, it seeks to highlight the imposing complexity of the problem by research to develop and that articulates a theoretical component with a quantitative component. Corruption appears as an endemic phenomenon of rapid and unpredictable multiplication, characteristics that hinder the understanding of its causes and consequences. These characteristics constitute an obstacle to an understandable view of the problem which needs to be addressed, in that it removes the dignity of citizens and threatens the welfare, credibility, trust and security of the public service bodies (UNESCO, 2007). An initial task to conduct in the research aims to identify manifestations of the modus operandi of corruption installed in such institutions, being followed by a survey of the types and embodiment processes of corruption. It should also consider how the various levels of institutional mission - training and investigative - and the administrative management are affected and how this is reflected in academic relations. Another task is to interrogate the very institutions either to understand their consciousness of internal existence of the phenomenon or to ascertain the existence of proposals that are preventive and combative of corruption. The framework of research has support in philosophy of education and justice, to call into question the fulfillment of formative mission of higher education institutions and to question the ethical consolidation of those institutions. One aspect that typifies corruption is the fact that no one assumes ostensibly being corrupt and corrupting. Other correlative fact is the existence of corruption in practice expressed by behaviors that undermine the organization, the effectiveness and stability of the various sectors of public services and of businesses. There is, therefore, a paradoxal situation between the denial of practice and the affirmation of the symptoms of the problem. Another aspect is its resistance to control and open debate, to the adoption of ethical guidelines, despite the agreement on the condemnation of corruption tout court by the integrity fighter (Sousa, 2009:16). To what extent the agreement is consistent with the mode of action of the institutions? In general, they try to avoid, defensively, the coming to outside of obvious situations of internal corruption, so for the study of these situations there is no easy access. One accessible way is the combination of interviews and questionnaires to be applied, from a representative sample, to managers, teachers and students of higher education institutions in order to obtain configuring informations of the problem: (1) the perception that the academy has on corruption; (2) the existence of indicative behaviors of corruption; (3) the presence of preventive measures to combat corruption; (4) the reasons for the vulnerability of higher education institutions; and (5) the impacts produced by corruption. The research project is divided into three parts: first, it supports the theoretical study of corruption, resorting to specific studies; second, deals with the methodology applied to the collection and analysis of data obtained through the questionnaires; and third, dedicated to the conclusions, implications, limitations and contributions of the investigation, with suggestions for the development of future researches. To give viability to the work course and theoretical consistency, opens up a range of possibilities for analysis that are taken as a starting point and orientation, specifically addressing the following points: (1) corruption in the higher education institutions stems from an organization without procedural transparency or assumed accountability; (2) corruption manifests itself in various forms, some visible and tolerated, and other more subtle and with greater intensity in the effects, depending on various levels of opportunity afforded by organizational processes; (3) the corruption occurs due to a lack of educational policies committed to ethical sense of human formation and the construction of knowledge; and (4) corruption in the higher education institutions results from the permeability affecting the regulatory systems of legal, administrative and pedagogical operating.<\/p>\n<p><strong>\u00a9 Direitos de autor<\/strong>:<br \/>\n<em><strong>\u00c9 permitida<\/strong>\u00a0a importa\u00e7\u00e3o gratuita.<\/em><br \/>\n<em id=\"__mceDel\"><strong>\u00c9 permitida<\/strong>\u00a0a c\u00f3pia de partes deste documento, sem qualquer modifica\u00e7\u00e3o, para utiliza\u00e7\u00e3o individual.
