\"texto<\/a>Na legisla\u00e7\u00e3o sobre contratos p\u00fablicos na Federa\u00e7\u00e3o Russa os leil\u00f5es s\u00e3o considerados o principal m\u00e9todo de contrata\u00e7\u00e3o. Tendo sido originalmente introduzidas as licita\u00e7\u00f5es presenciais, as autoridades russas foram for\u00e7adas a substituir estas por leil\u00f5es electr\u00f3nicos (e-leil\u00f5es) devido \u00e0 exist\u00eancia de demasiados casos de conluio. Contudo, os primeiros resultados da aplica\u00e7\u00e3o dos e-leil\u00f5es revelaram, de forma inesperada, uma redu\u00e7\u00e3o significativa na concorr\u00eancia presente nos leil\u00f5es. Este trabalho argumenta que tal redu\u00e7\u00e3o n\u00e3o pode ser explicada unicamente pelo comportamento corrupt\u00edvel da autoridade contratante mala fide ao tentar limitar a concorr\u00eancia a favor dos fornecedores seleccionados em troca de subornos. Em causa est\u00e1 a hip\u00f3tese do comportamento quasi-corrupt\u00edvel dos agentes compradores: a autoridade contratante bona fide tenta, tamb\u00e9m, limitar a concorr\u00eancia a favor de determinados fornecedores mas com o intuito de evitar os riscos inerentes da aplica\u00e7\u00e3o do sistema brit\u00e2nico de leil\u00f5es na compra de bens diferenciados.<\/p>\n

\"Texto<\/a>In the public procurement legislation of the Russian Federation auctions are considered to be the primary procurement method. Having originally introduced live outcry auctions, the Russian authorities were forced to replace them with e-auctions due to many cases of collusion. However first results of applying of e-auctions unexpectedly revealed a significant reduction in the competition in the auctions. The paper argues that this reduction cannot be explained only by corruptive behavior of the mala fide contracting authority trying to limit the competition in the favor of the selected supplier for kickbacks. The paper treats the hypothesis of buyer\u2019s quasi-corruptive behavior: the bona fide contracting authority is trying to limit the competition in the favor of the selected supplier too but for avoiding the risks which stems from the applying English auction for purchasing of the differentiated goods.<\/span><\/p>\n
