\"textoO Sistema Nacional de Integridade (SNI) \u00e9 constitu\u00eddo pelas principais institui\u00e7\u00f5es que combatem a expans\u00e3o da corrup\u00e7\u00e3o num pa\u00eds. Este conceito foi desenvolvido e promovido pela Transpar\u00eancia Internacional (TI) no \u00e2mbito da sua abordagem hol\u00edstica de combate \u00e0 corrup\u00e7\u00e3o.
\nA abordagem de avalia\u00e7\u00e3o do SNI fornece uma estrutura para analisar tanto a extens\u00e3o e as causas da corrup\u00e7\u00e3o num determinado pa\u00eds, como a efic\u00e1cia das institui\u00e7\u00f5es relevantes para o sistema global de combate \u00e0 corrup\u00e7\u00e3o. Estas institui\u00e7\u00f5es - ou \"pilares\" - incluem Parlamento, Governo, Tribunais, Administra\u00e7\u00e3o P\u00fablica, Minist\u00e9rio P\u00fablico e Organismos de Investiga\u00e7\u00e3o Criminal, Comiss\u00e3o Nacional de Elei\u00e7\u00f5es, Provedor de Justi\u00e7a, Tribunal de Contas, Organismos Especializados de Combate \u00e0 Corrup\u00e7\u00e3o, Partidos Pol\u00edticos, Comunica\u00e7\u00e3o Social, Sociedade Civil e Sector Privado.
\nOs estudos realizados no \u00e2mbito desta investiga\u00e7\u00e3o detalhada das institui\u00e7\u00f5es relevantes utiliza an\u00e1lise documental, entrevistas a actores privilegiados e valida\u00e7\u00e3o de indicadores de desempenho. A informa\u00e7\u00e3o colhida \u00e9 usada para atribuir pontua\u00e7\u00f5es aos indicadores referentes ao SNI, fornecendo assim uma s\u00edntese quantitativa do desempenho de cada um dos pilares. Estes estudos ser\u00e3o realizados em 26 pa\u00edses europeus.
\nPortugal faz parte deste projeto multinacional. O estudo est\u00e1 a ser desenvolvido por uma equipa de investiga\u00e7\u00e3o coordenada por Lu\u00eds de Sousa, investigador do Instituto de Ci\u00eancias Sociais da Universidade de Lisboa (ICS-UL) e Presidente da Transpar\u00eancia e Integridade, Associa\u00e7\u00e3o C\u00edvica (TIAC), Ponto de Contato Nacional da TI. A gest\u00e3o financeira do projeto \u00e9 garantida pelo ICS-UL, enquanto as atividades de investiga\u00e7\u00e3o, dissemina\u00e7\u00e3o e advocacy ser\u00e3o da responsabilidade da TIAC.
\nO OBEGEF est\u00e1 a colaborar neste estudo, atrav\u00e9s de Manuel Castelo Branco, investigador convidado encarregue de elaborar o relat\u00f3rio sobre o pilar \"Sector Privado\".

The concept of the NIS has been developed and promoted by Transparency International (TI) as part of TI's holistic approach to combating corruption.
\nThe NIS assessment offers an evaluation of the extension and causes of corruption and the effectiveness of a country's institutions in preventing and fighting corruption. These institutions - or 'pillars' - comprise the executive, legislature, judiciary, the public sector, the main public watchdog institutions (e.g. supreme audit institution, law enforcement agencies), as well as political parties, the media, civil society and business as the primary social forces which are active in the governance arena.
\nThe studies undertaken within this in-depth investigation of the relevant institutions use key informant interviews and desk research as its primary data sources. The collected information is used to score the NIS indicators, providing a concise quantitative summary of the performance of each of the pillars. These studies will be made on 26 European countries.
\nPortugal is part of this project. The study is being made by a research tem led Lu\u00eds de Sousa, researcher at the Institute of Social Sciences, University of Lisbon (ICS-UL), and president of Transpar\u00eancia e Integridade, Associa\u00e7\u00e3o C\u00edvica (TIAC), national contact point of TI. ICS-UL is responsible for the project's financial management, and TIAC is responsible for the research, dissemination and advocacy activities.
