\"texto1. As liga\u00e7\u00f5es pessoais de pol\u00edticos ou funcion\u00e1rios do servi\u00e7o p\u00fablico a empresas \u2013 muitas vezes concorrentes a concursos p\u00fablicos ou prestadoras de servi\u00e7os ao Estado \u2013 e a passagem do exerc\u00edcio de cargos p\u00fablicos para fun\u00e7\u00f5es empresariais expressam a exist\u00eancia de conflitos de interesse.
\nA exist\u00eancia destes conflitos de interesse enfraquecem a confian\u00e7a dos cidad\u00e3os em rela\u00e7\u00e3o Estado, pode gerar decis\u00f5es menos adequadas e aumenta a probabilidade de fraude, nomeadamente de corrup\u00e7\u00e3o.
\nA preocupa\u00e7\u00e3o com esta autonomia do pol\u00edtico em rela\u00e7\u00e3o ao econ\u00f3mico frequentemente tem custos \u2013 alguns quadros empresariais poderiam ser \u00fateis no exerc\u00edcio de fun\u00e7\u00f5es p\u00fablicas \u2013 mas \u00e9 um garante da transpar\u00eancia, de uma pol\u00edtica \u00e9tica, da possibilidade da exist\u00eancia de uma efetiva regula\u00e7\u00e3o.
\n2. Simultaneamente, o estudo das rela\u00e7\u00f5es entre o sistema pol\u00edtico e o sistema econ\u00f3mico \u2013 suscept\u00edveis de explicitar a natureza classista do Estado e das pol\u00edticas praticadas \u2013 ser\u00e1 mais elucidativo se acrescentar \u00e0s considera\u00e7\u00f5es macrossociais o conhecimento da diversidade dos agentes e das tramas de rela\u00e7\u00f5es que estabelecem entre si, se se identificarem pontos de ruturas. Entre estes encontram-se os conflitos de interesse.
\n3. Este projeto consiste<\/p>\n
    \n
  1. na teoriza\u00e7\u00e3o desta problem\u00e1tica;<\/li>\n
  2. na procura das melhores metodologias de abordagem do problema, sendo de admitir que as aplica\u00e7\u00f5es inform\u00e1ticas de An\u00e1lise de Redes Sociais possam ser particularmente \u00fateis.<\/li>\n
  3. na recolha sistem\u00e1tica de informa\u00e7\u00f5es, e na interce\u00e7\u00e3o destas segundo variegados crit\u00e9rios, tendo em vista a explicita\u00e7\u00e3o desses conflitos de interesse.<\/li>\n<\/ol>\n

    4. \u00c9 nosso prop\u00f3sito fazer uma an\u00e1lise dos conflitos de interesse em Portugal e da viola\u00e7\u00e3o do princ\u00edpio de autonomia relativa dos dois subsistemas sociais acima referidos, tendo como per\u00edodo de an\u00e1lise os anos de 1985 (integra\u00e7\u00e3o na ent\u00e3o CEE) at\u00e9 a atualidade.<\/p>\n<\/td>\n

\"Texto1. The personal connections between politicians or employees of the public service and companies - often competing public tenders or providing services to the State - and the moving from the exercise of public office for business functions express the existence of conflicts of interest.
\nThe existence of these conflicts of interest weakens the confidence of the citizens in the State, can generate less adequate decisions and increases the fraud and corruption probability.
\nThe concern with this political autonomy in relation to economic system has frequent costs - some business staff could be useful in the exercise of public functions - but is one guarantees of the transparency, of one ethical politics, the possibility of the existence of an effective regulation.
\n2. Simultaneously, the study of the relations between the political system and the economic system - explain the classicist nature of the State and of the policies adopted - will be more elucidative if add to the macrosocial analysis the knowledge of the diversity of the agents and the wefts relations established between themselves, without identifying points of breaks. The conflicts of interest are among these.
\n3. This project consists<\/p>\n
    \n
  1. in this problematic theorization;<\/li>\n
  2. in the search of the best methodologies of approaching the problem, and we admit that the Social Networks Analysis software can be particularly useful.<\/li>\n
  3. on the systematic collection of information, and the interception of these with a lot of criteria, to explain the conflicts of interest.<\/li>\n<\/ol>\n

    4. It is our intention to make an analysis of the conflicts of interest in Portugal and of the violation of the principle of relative autonomy of the two social subsystems, from 1985 (integration in then the EEC) to the present day.<\/p>\n<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n
