\"texto<\/a>Este trabalho demonstra a necessidade de mudar a abordagem ao conhecimento sobre o combate \u00e0 corrup\u00e7\u00e3o. A an\u00e1lise de oportunidades para comportamento mala fide (de \u201cm\u00e1-f\u00e9\u201d) de agentes e avalia\u00e7\u00e3o de incentivos para o seu comportamento bona fide (de \u201cboa-f\u00e9\u201d) devem ser complementadas por uma avalia\u00e7\u00e3o da qualidade da regula\u00e7\u00e3o proposta pelo principal (avalia\u00e7\u00e3o de impacto ex ante).
\nNo trabalho foram introduzidos dois algoritmos diferentes de combate \u00e0 corrup\u00e7\u00e3o: o primeiro \u00e9 aplicado ao novo instrumento de regula\u00e7\u00e3o e o segundo que tem sido usado, estando dispon\u00edvel alguma informa\u00e7\u00e3o sobre as rea\u00e7\u00f5es do agente. Em ambos os casos, o conhecimento surge da modeliza\u00e7\u00e3o das prefer\u00eancias da sociedade e da sua compara\u00e7\u00e3o com as prefer\u00eancias do principal, as quais s\u00e3o modelizadas com base na regula\u00e7\u00e3o proposta. \u00c9 sublinhada a rela\u00e7\u00e3o entre o algoritmo de conhecimento sobre combate \u00e0 corrup\u00e7\u00e3o proposto e a tipologia dos modelos principal-agente, com base nas assun\u00e7\u00f5es de bona\/mala fides do principal e do agente.<\/p>\n

\"Texto<\/a>The paper proves a necessity of changing the approach to anti-corruption expertise. The analysis of opportunities for mala fide behavior of agents and evaluation of incentives for their bona fide behav-ior must be supplemented by assessment of quality of regulation proposed by the principal (ex ante im-pact assessment).
\nIn the paper two different algorithms of anti-corruption expertise have been introduced: first one is applied to the new regulation tool, second one \u2013 to the regulation tool which has been used and some information on agent\u2019s reaction is available. In both cases the expertise starts from the modelling of so-ciety\u2019s preferences and comparing them with the principal\u2019s preferences which are modelled on the base of proposed regulation. The relationship between proposed algorithm of anti-corruption expertise and the typology of principal-agent models, based on the assumptions of bona \/mala fides of the Principal and the Agent, is underlined.<\/p>\n
